To summarize, the slowpoke shield-long-polearm stab is the cavalry stab. I have not encountered any kind of "backdoor" calculation where a weapon just magically gets faster with the same animation when used differently. Cavalry using the lance one handed (with the shield/polearm animation) regardless of wether a shield is actually equipped or not is why they lose speed. The attribute "Penalty with Shield" (as far as i know) solely refers to the speed penalty when using it with a shield on foot.

Slow weapons tend to have quite weird speed calculation, because hits tend to come in too early or too late so only part of the usual speed bonus is actually calculated in.

The loss of damage is probably just caused by less speed bonus.

The only penalty i know of is the speed one you get from using any two-handed weapon or polearm when on a horse, simply because everything on horse is used one handed. I assumed that people would put it away to avoid getting it damaged by shield-wrecking stabs that can easily be blocked manually. I don't see any speed difference between shield and without shield with my cavalry character.
